Pan:
Click the "Pan" tool.  A red box appears around the icon when it is enabled  and "Pan" is displayed in the lower left corner of the window indicating that it is the active tool.
When the "Pan" tool is selected, the cursor changes into a cross with directional arrows. Hold down the mouse button, and drag the cursor in any direction.  Release the mouse button to complete the pan and draw the new map location..
